Moderation Rules

The Platform is a space for democratic dialogue. Moderation exists to protect the dialogue — not to steer it. Its rules are public, its actions are logged, and no moderation action ever touches anyone's vote.

1. The citizen's tools

Reporting content. On every post, idea, proposal, suggestion or event you can submit a report, choosing a reason:

A report does not hide the content — it brings it to the moderators' attention. A limit of 20 reports per user per 24 hours applies (protecting the mechanism itself from abuse).

Blocking a user. A personal filter: you stop seeing the blocked user's content. They are not notified, what others see is unaffected, and none of their participation rights are removed. Reversible at any time from Settings → Blocked users.

2. What moderators do

Accountability: every action (hide, restore, dismiss) is recorded in a permanent log — which moderator, when, on what, with what justification.

3. New-account limits

To protect against mass abuse, new accounts (first [7] days) have daily posting limits (indicatively: [3] ideas, [10] deliberation posts, [1] event). The limits are configurable and never affect the ability to vote.

If you believe your content was hidden unfairly, contact [EMAIL] referencing the content. Hiding is reversible and is re-examined by a different moderator where feasible.

6. Future use of AI

We plan the gradual use of an AI assistant in moderation for the large volume of simple cases, under exactly the same rules and the same accountability log (it will always be visible whether a human or an AI made the call); borderline cases will remain with humans. These rules will be updated before any activation.
